I knows multiple American Fulbright winners. In fact, it looks like only Americans are eligible for them.

Seldom right and wrong again. From the very link you posted:

It's a foreign exchange program. So American citizens being awarded a grant under the program necessarily study abroad and foreign students receiving the grant study here.

So if Obummer got one and studied here, he got one as a foreign exchange student.
