What is a "continuing left"? And what do you mean by "neutral ground"?
Different states have different rules on yellow / red lights. Some states allow you to enter the intersection before the light is red, and make your left turn after it turns red.

I think he's saying you take a left at a green light, onto the neutral ground area, but you are immediately met with a red light. Do you wait in the neutral ground area or continue to run the red light.
Like going southbound on Napoleon Ave and taking a left on Magazine St.

I think he’s talking about a wide neutral ground after taking a left on a yellow, and by the time you get into the wide neutral ground the (perpendicular) light is red.
These setups are all over the place in NOLA especially in Lakeview but are not common at all outside of New Orleans so this rule rarely applies.
But it was a “rule” that I grew up with in Lakeview, if you turn left and get stuck perpendicularly on the neutral ground at the red light, as long as cars aren’t coming you can go through it.
