Didn't Tenn win the SEC East that year and beat UGA by 3 TDs? Those Cal teams in the 00s were pretty good, look at the NFL players they put out.

Memphis really doesn’t produce many good football players and really haven’t since Melrose High and the rest of the inner city football programs went to shite. With the size and demographics you’d think it would, but it doesn’t
There are reasons, many due to trickle down effects of other issues the city continues to mismanage and make worse

Half of Tennessee's Black population lives in Memphis. The other half are in north Nashville, east Knoxville, and Chattanooga. Outside of the urban areas, Tennessee is lily white.

While true, there are tons of athletes being churned out by Memphis preps and in the public schools outside I-240.
Not to mention the Memphis metro athletes that go to HS in Mississippi.
