At a minimum, they cover the insurance and lawn care for the green spaces and insurance and upkeep of any ponds/lakes.
After that they enforce restrictions in the covenant or voted upon items. These can be good or petty. No one wants a junk car in a driveway or an overgrown green space. However no one really cares if you gate hardware is pre approved or the size of the the numbers on Your mailbox is the right height.
