With mass mail in voting. Its also how Trump got to 74 million with around 26% of those being mail in votes. Neither gets their 2020 total without the mail ins. I think this will bear out in November when neither candidate approaches their 2020 total and I can't wait to see what the narrative is when Trump gets 14 million fewer votes I'm sure you people will think up some bizarre conspiracy theory.
