The point of the immigration act of 1965 was to create a multi racial multi ethnic country that bore little resemblance to the country we had been. When the Communist, and later Zionist, Israel Zangwill wrote the play the Melting Pot, he envisioned a society where cultures and differences disappeared, and where we were, from the plays utopian perspective, one happy family. And that was the rhetoric that surrounded the act. We were entering a new era of fairness and equity.
I think it was always about power and anxiety though. The Jewish Lobby and Catholic groups were the biggest supporters, both believed it would advance their interests, creating a society that was friendlier to their values, and one where they would have more power. Anti Catholic sentiment had been high since the first days of America, and it was the major issue for much of the 19th century, more than even slavery and the national bank. For the Jewish diaspora, a multi ethnic society was a safer place, and one where they would have more influence.
The end result is what we have now, an increasingly dysfunctional country.
Is Islam a unique challenge? Multi cultural societies are fundamentally dysfunctional, and Islams concept of unity makes it very different. Society is one, there is no secular sphere.
Given our relatively small Muslim population it’s not an issue for us though. It is however for countries like the UK, France, Germany, and Sweden.

Correct. From what I read. In France, Muslims make up ~10% of the population, and expected to be 17% by 2050. That is pretty insane.
