Those two runners were allowed on base by Skenes. They are his responsibility once they are on base, unless they got on base by an error. If this is the case, they are unearned runs.

What? The rule that baserunners are charged to the pitcher who put them there is not a “new rule.” That’s been in effect since time immemorial.
