We're actually in an alternate dimension that is millenia ahead of what you refer to as "modern society," however in order to not overload the central nervous system of those not from our dimension, we are forced to "dumb down" our appearance to those on the outside.
ETA: That's not to say the entire "state" is clean of the Neanderthals you speak of, we just have them all locked up in a place they call "Tuscaloosa"
