Orlando is pushing hard for a team. In fact, they are making a push to get the 20th franchise over New York...and Garber is at least meeting and listening with them.
Orlando City is averaging 6K a game in the third division. They have strong soccer management in place. All that remains is the stadium and work is being done on that issue too.
Contrast that with New York where MLS does not like the Cosmos structure...Garber does not like the management, the "lineage", nor their lack of financial ability. MLS wants another New York team...they just want someone else to run it.
