Sorry got tied up here at work. What those German soldiers are wearing are called " gorgets". They've been around for a long time and have many different meanings but for the Germans, they denote Military Police.
As for the guy in the second picture. He's not a member of the Wehrmacht but instead is a member of the Waffen SS serving in the 13th Waffen SS Mountain Division. What made this guy different from the average German solider is that he is a Muslim. The 13th SS was made up almost entirely of Muslims from Croatia.
