It certainly gives more accuracy now that an 80 and an 89 are no longer the same. It is a .6 difference in GPA so the higher grade is now distinguished.
It also forces students to not blow off the final for certain classes. For example, if I'm going into a final with a 97, I have no incentive to study as it is pretty unlikely I'm going to drop my grade below an A. But now, I have that 4.3 to fight for, and if I don't study I could even fall to a 3.7 for that class.
