Odd coincidence, isn't it?
There is one constant in these planned terror operations: they spend a lot of time observing and trying to assess patterns of life / patterns of response, etc.
Then they try to identify the vulnerabilities and gameplan how to exploit them.
It's very common for them to try and co-opt trusted objects to increase the effects, such as putting on first responder uniforms, or decoy vehicles that look like ambulances, etc. In general, assets (people, money, materiel) are limited for them so they expend great effort to maximize effects by shaping the battlefield.
It's fairly simple: they study the normal patterns of life, and determine how to get inside the OODA loop. You defeat them by being impenetrable or getting inside their OODA loop, or both. Neither is accomplished to a great degree by the way we currently do business. Most worrisome is that the current environment is so permissive that they may be able to get weapons systems that are so devastating that they don't need to shape the battlefield as much to attain dramatic effect. That's going to make things more difficult for us.
