It's a crazy idea to eliminate pleas, but I know what he's getting at. And I've heard the same idea from a lawyer I know who always tells me never to plea my marijuana clients out. If you force enough trials, it'll clog up the docket enough to force a change in policy from the DA. I don't know if that's actually work but that's the theory.

In 1817 (199 years ago for the math-challenged) Jolly Old England had its last sentence of drawing and quartering. The perp was a Luddite protest leader.

The sentence was commuted (if you can call it that) to beheading with an axe, and that's how it played out in the end.

ISIS beheading "infidels" is a little different than cutting the hand off of a habitual thief.

If the idea of life in prison and/or a death sentence doesn't stop them, then I don't see caning doing the trick either.
