What would you pay for a 1999 Chevy Tahoe (2-door) with 174,000 miles on it?

Owner says it has a rebuilt engine and transmission (whatever that means), and there are only 2,000 miles on this new engine...exterior looks great (black), and it has new off-road tires.
Interior not great...seats all cracked...no power door locks...windshield wiper fluid line has leak...smells a little.
A/C works.

Let me guess, they want at least $8k
