They're not. I got one a few years back. They'll send you letters from some out of state law office but eventually they realize you're not going to pay it and they stop. I've had my license renewed since and no issues. It's all just a money grab... if you don't pay nothing will happen to you.

They don't. They can't prove that the letter demanding payment was actually sent via mail since it was not registered or certified.

It's a civil offense. It is not reported to the DMV or your insurance company.

The tickets are issued against vehicles, not drivers.
In order to legally issue camera tickets, the towns that have them have to create a new class of violation equivalent to a non-moving violation so it can be issued against the vehicle. Otherwise anybody could say they weren’t driving at the time the ticket was issued.
Don’t pay it.
