Maybe 5 - 10 years ago. It's developed a lot the past few years. Now, if you are talking culture-wise, yeah. Circle C is a nice neighborhood but it's not very Austin. But lots of upper 20 year olds live over there.
On the north side, I'm not sure how pricey Riata is, but it seemed to have a lot of young adults there and they have their own sand volley ball courts with a league. I used to play in it and it was a lot of fun. It's north of Braker, but not by much.
