I was affected in a very good way, I was told not to report to work but got paid anyway.
Except for a brief period where I had to come in to get some payroll checks processed, it was great.
That said, I do personally know several who were impacted. Then again, I live in the DC area and probably most people on this board do not. So I wouldn't look to this board as a representative sample.
I suspect that what convinced Republicans to give in to a CR was not just the increasing threat to air traffic control, but also that payments for various aid programs were scheduled to shut off before long. This shutdown went on for nearly as long as possible before the entire nation would have sat up and taken notice.
