If Woodward had spent all of his career in the state for sure.
But he's been removed enough to where I don't see him as part of that swamp but still has the important relationships in place to make things happen when needed.
In cases where there is political pressure to make decisions (IE; Jimbo '15, Wade) Woodward will have much more diplomatic sway than 'ole Joe. The guy was a lobbyist he knows how to get things done.

This job is deeply political. You better have someone that can maneuver the land mines out there.
