The complaint itself can be from second hand knowledge.
But the IC IG will not process the complaint unless he has first hand knowledge of the allegations. The IC's first hand knowledge can also come from the IG's investigation of the information of the second hand allegations contained in the original complaint.
That is what happened here. So in the end, the fact that the complaint was processed means that there was first hand knowledge of the allegations.
Not that they were true but that they were allogations that could be traced to have originated from first hand knowledge.
