I did it back in mid-80s no jobs back then either. You would think someone would get a clue after 30+ years. Wife and I talked about moving back, but still no jobs.

Methinks there would be more young entrepreneurs if they were forced to stay or pay back their tuition.

The problem isn’t TOPS. The problem is that Louisiana doesn’t have the industry to employ these people.

think about what you’ve just posted.

If TOPS isn’t leading to the intended results, scrap it. Give all citizens their money back

If you end TOPS, you effectively end over half of the institutions in this state because those that CAN will leave the state to earn their education elsewhere. And that hurts in more ways than just enrollment. Their spending money goes away as well: apartment rent, food, booze, gas, books, entertainment, etc.

What MIGHT see an up-tick would be trade schools & jobs. But with everyone worth a damn leaving the state, who are those trade skilled workers going to work for?

While many are leaving AFTER graduation on TOPS now, they're at least here for those 4-5 years of undergrad. But jot everyone is leaving.

Louisiana needs to bring every great business to the state that it can & give them whatever tax breaks/incentives they want. KEEPING as many people home & bringing IN as many as possible should be the main plan. The supplemental plan is to legalize marijuana, medicinal & recreational, across the board.

Spouse and I had tops. Easy move out of LA but still support LSU athletics, and will continue to support.
Brain drain is an understatement. Lol.
Love rooting for the Tigers so glad they at least have that.

I went LSU on Tops. Moved out of the state in 2011. Best decision I ever made.

which is socialist anyway

How is it socialist to award students various levels of tuition scholarship based on their high school grades/ACT score?
I worked my arse off to have A & B grades in Dual Enrollment and AP classes. Took the ACT 6 times, spent several weekends at ACT prep courses and ended up with a 32.
The state felt I deserved some tuition assistance as I seemed like an appropriate college candidate.
So let’s say Bill Joe that makes C & D grades, takes the ACT once and makes a 16 gets the same tuition assistance.
Now THAT would be socialism my friend.

TOPS is a great program that rewards students that try in school and have the potential to finish college and become a working, educated member of our state.
Given that not everybody gets TOPs and there are tiers based on your scores, it’s most definitely not socialism as much as a failed investment into the state.
Problem is the extreme lack of quality jobs and the horrible salary. Cost of living is low, but salary to cost of living doesn’t compute outside of property, houses and cigarettes.
Most everything is pretty universally priced across the country with online shopping being so prevalent.
And those prices are typically around a price that is a bit higher than the cost of living of say Monroe, La Century Link.
TOPs is failing the state as it is. BUT that can all change and here is my suggestion on how to do it.

That all said to say: I say you work in La. until a portion of your taxes pays off HALF of what it cost to get you through college.
Have a special tax for post TOPs grads. Set it up similar to a 401k where employers will match (employers don’t have to, but would incentivize people to work for them) how much you elect to pay back each check.
This would essentially be a 50% off student loan, no interest and potentially 75% off if the employer matching worked out.
The state gets a portion of the scholarship back, saving money. They also keep TOPs grads in state for a few years minimum. Depending how long the student wants to pay it back for (interest free), they may have just gotten a new lifelong educated worked paying back $10 a month until he retires.

Just a thought.

I moved to houston as soon as I graduated. That’s where the best job offer was and it was a no brainer for me and my wife. We’ve moved back now but it took years to find a decent job here and I still took a pay cut.

It's not the fault of the scholarship program that the business climate in Louisiana is shite.

Exactly. Don’t touch TOPs. How about you incentivize more companies to come here? Don’t punish the kids who want to go to school here still.

TOPs is one of the few good use of tax dollars in this state. You’re really counting on politicians to reallocate those funds in a useful manner somewhere else?

Screw anyone saying get rid of it.
Also, I have 3 kids, so they’re damn well not.

You make this sound like it’s a bad thing. Keep LSU, UNO, and UL Monroe — close the rest. There will be still be private colleges like Centenary, Loyola, Louisiana College, etc
