They know good and well this would kill or significantly increase risk for other major issues within the nursing home.

I live in California and am surrounded by nursing homes. If they do this in our area it could wipe out a huge portion of population. 28 percent of our population here is over 65. Crazy.

Hate to say it, but this is a preemptive "for the greater good" move.
Cali's a big populated state, and ICU beds are limited. They may have a bunch, but not enough... nobody does.
There's a decent chance the NH pts, who are the weakest population, would show progression first. If you flood the hospitals with them, and then the NH's REFUSE to take them back, when the big wave of younger, healthier people (those incubating right now) breaks through, there won't be spaces available. You get a guy in his 40's or 50's that you almost certainly can save, but he can't get in because the beds are full.
It's ugly all the way around, and things will get worse before it gets better. Try not to lose your minds before it does.
