Yes. Because even if those limited establishments are still operational and busy, nearly every other sector of society is closed.
Pretending that the distancing doesn’t have an enormous impact on numbers is just silly. You cheapen your point by insisting that it doesn’t have an effect. When it’s a noun, you usually spell it with an ‘e’ by the way.

i can't believe, with everything that has happened in the last few days, there are STILL chicken little people. this virus hit nyc the hardest for reasons still unknown (density is an oversimplification) and the rest of the country has hardly noticed the outbreak at all
