He used to be very effective as a Democrat Senate leader and legislator. He was very good at getting things done in the Senate and on the Hill. It's one of the main reasons Obama picked him as VP.
That said, the political landscape has shifted and his best days are behind him. He was good at building coalitions with Republicans as a pro-business moderate but those days are done.

He's done nothing remarkable in a 40+ year career in DC other them lend "experience" to a weak Obama ticket.
Biden simply won a war of attrition within the dem party. There are no non-radicalized or electable democrats left. He's the last shitty hand they have left to play, and that's why no one is excited about him. That's why they tried so hard to reincarnate Obama with newbs like Beto O'Rourke and Mayor Pete. It was all an attempt to avoid being stuck with Crazy Uncle Joe or Bernie the old Bolshevik.
