Doesn't this seem to tell us that at least some of the officers aren't gonna be charged? I'm not privy to how grand juries work. Is some of the findings told to those in power beforehand or is this just planning for the worst, hoping for the best?

So AG Cameron has two prosecutors presenting evidence to the GJ. They'll make the decision of whether to charge or not.
From all accounts the proceedings have been really, really tight lipped. So I don't know that they necessarily know anything but just want to be prepared.
