People "voting for" someone are going to be much more enthusiastic than people "voting against" someone, and would be much more willing to deal with bad weather.
With that being said, the republicans definitely have more people voting on election day, so technically have more to lose.

I will say that inclement weather is where voter enthusiasm comes into play. Trump supporters are much more enthusiastic and voting for Trump while Biden voters are voting against Trump. People who actually like the candidate will turn out even with bad weather. Those voting against someone won't.
