Not sure, but this sounds like something I experienced. Replaced the gfci in the garage twice & backyard circuit and never would hold the reset.
Finally figured out there was an outlet that had gotten moisture and gone bad by the front door. Replaced that and it's been good since.
Make totally sure there's not an un-accounted for receptacle outside.

Any fuse on the lights? Might check too see.
Any lights out? Might break the circuit.
Any broken wire cover on the lights? Might overheat and trip the gfi.
