That doesn't many sense.
a venue or promoter will only open sections of seats as demand dictates
so 95% of the available tickets were sold... then either Tiger Stadium or the promotion person/company putting on the show gave the ok to open more sections of seats... thus raising the number of available seats and lowering the percentage of available tickets sold

Just got 8 together in section 413... there were still plenty of 400 section seats.
