Ideal Refrigerator and Freezer temperature settings

We currently keep fridge @ 36 and freezer @ 0 F

Turn your freezer all the way down. 34-36 F in the fridge is about right. Much lower than that and you will wind up with icy celery.
If you don't have one already, a thermometer in the fridge is a good idea.

Look at the face of this.
They're cheap. Buy two of them. One for the freezer, one for the fridge. Adjust controls until they're both in the proper range.
Also, I HIGHLY recommend one of these.
It's an ingenious solution to the "has my freezer stopped running, letting everything defrost and rot and then started again leaving me with nicely frozen, but unsafe food" problem. All this thing is is a small cup that you fill with water and freeze. It comes with a red ball that sinks in water. Put the ball on top of the ice, put the cap on, and hang in the freezer. If you ever find the red ball on the bottom of the cup, throw everything in the freezer out.
Any small clear container and a brightly colored ball that won't float in water will do.

I do 37 and 0. I still sometimes get icy milk on the top shelf though.

Not as genius as the 1000's of people that keep a bowl of ice cubes in the freezer. No cubes, no eat.
