So, she admits the university isn't preventing them from bringing in food, but needs a commitment that they won't just to stir up more drama. And because "meal plans"

In theory, sure. In practice, you’re begging for a lawsuit if there’s any kind of medical emergency.
If you want to arrest them for entering and remaining, just arrest them. Don’t be cute about it.
