Groundwater in Oregon has been a public resource since 1909. Those damn pre-WW1 communists must have known the future.

And to expound on this a bit....

Small farms are either going belly up for a variety of financial reasons or because younger generations want no part of farming. The viable small farms are being bought up by giant conglomerates, others are being shuttered and the land being sold for development. Yet, you think this particular issue is enough to rile up the people and bring them to arms? No one is paying attention or cares.

At least the pushback seems to have slowed or stopped this issue, though.

The largest private owner of farmland in America is Cascade, LLC, whose controlling member is Bill Gates (which also owns a bunch of high end hotel interests). I'm guessing his farms will be exempt.
