Arch Duke Franz Ferdinand & his wife. He was heir to the throne of Austria-Hungary. His assassination sparked WWI.

You're correct. Prussian to be exact but later German after the establishment of the German Empire. His hat identifies him as being part of a specific and elite unit.

That's the name of the insignia on his hat. It denotes that he was a Prussian Hussar. The guy is August Von Mackensen. He was a famous German Field Marshall.
