That's a good point. If it does have to get to the point that it's become obvious the people have taken it upon themselves to discontinue the various "shelter in place" orders, there would likely be a swift effort by the states to officially discontinue, before an awkward dilemma comes about. I do believe that some of these states will push it as far as possible, just short of public mutiny. But the signs of public unrest will likely start showing sooner than later.
