Tariffs vs job retraining programs. Why not support the latter?

The fundamental reason many of you support tariffs is because you hate to see idle workers/unemployment in the steel regions of America.
However, why is your immediate solution a tariff, rather than a publically funded job retraining program? The growing industries of America (tech, corporate services, healthcare, logistics, truck driving, etc) are in dire need of workers.
It seems to be more economically efficient to pay for a one time job retraining program for an idle steelworker, rather than have the taxpayers fund a steel career indefinitely via tax on consumers (tariff)

Because not having our own industries for key materials is a national security threat. It puts us at the mercy of others, primarily Russia and China.

I don’t typically support tariffs unless, for example, the trade partner is dumping their goods that are made by intentionally cheap labor and an artificially low currency.
I certainly don’t support government funded programs to train workers who already know how to do the job. The only scenario where I might consider it is if the tariffs directly funded the program, but that would require accurate accounting by the federal government, which is impossible for them.
ETA: And the program would only train new entrants to the field or continuing ed.

This is the big difference between you democrats and republicans. A lot of republican voters understand having to rely on others is a bad thing . The tariff is not just to keep someone’s job but to keep us from relying on other countries that maybe our enemies one day .
