My guess is that the alphabet agencies have dirty laundry on everyone in Congress (probably everyone in general) and hit up anyone in leadership with threats.

I haven’t done anything illegal, but I’m sure the alphabet agencies have online traffic of mine that I wouldn’t like aired to the general public. They pretend FISA keeps them in line, but they’ve already proven that they don’t follow it.

So I wouldn’t doubt if someone dropped off an envelope at the Speaker’s office a few days after he was sworn in.
