I think this administration is AWFUL and absolutely know and believe that there were "shenanigans"/corruption involved with the 2020 election, but I think (based on my reading of the full quote) you may be misinterpreting what POTUS* said.
My reading of this is that the Dementia Patient in Chief is arguing the opposite of what was suggested in the OP. In fact, I think he is suggesting that the goal of all this voting legislation is for Republicans to be in control of who counts the votes.
HE IS DEAD WRONG about that, but he's trying to frame it that way to hang it around conservative necks.
Again, I despise this admin and am MAGA AF, but I think this may be misinterpreted (not intentionally).
I may get downvoted on this, but feel free to disagree.

And if we find proof that the election was a fraud, Trump must be installed as the legitimate president. The damage that the rad left Biden admin is inflicting on the country must be ended as soon as possible.
