When Supply dries up because the government is making it more beneficial for workers to not work, yet Demand stays the same (or increases), this is the natural byproduct. Go by and look at car lots, you can't sell what you don't have and you can't make "OMGZ greedy profitsez!" when you don't have any inventory.
