Ironically a majority of our refineries are setup to use heavy crude oil to refine into products including gasoline.
What we are exporting is normally lighter crudes that won’t work with the majority of refineries.
That coupled with the fact that no new refineries have been built in 70 years to handle our lighter crudes leads to it being exported to other countries who can run that crude.
That’s why we still import heavy crude from Venezuela, Canada, etc.
