You won't be able to access Cameron as both directions (counterclockwise to Bross or clockwise towards Democrat) cross private land.
Are you 100% certain? On the 14er website it shows Mt Cameron as open, but the other three (Lincoln, Democrat, Bross) have a warning that you cannot summit due to the private landowner issue.
It appears it just impacts the summit of those three, not the entire hike. Here is a quote from the website - "It's happening again. For summer, 2023, a private landowner has closed access to the upper portions of Lincoln, Democrat and Bross. Much of the land in the area, including the Kite Lake trailhead, is public but because the trail goes through sections owned by this landowner, they have the right to refuse access."
From what I can tell on 14er website, you summit Cameron on your want to Lincoln. So Cameron is still open. After you summit Cameron, the standard route is to make your way down a saddle and into the area that is considered private for Lincoln (making a loop back to the starting trailhead in the process).
So my take is you can still summit Cameron in an out-and-back manner. There is no disclaimer / warning about the private land owner issue on the Mt Cameron page.
