Around 2015, I researched the costs for my kids to go to out of state schools as I live in Georgia. At the time, Alabama gave better scholarships for similar ACT/SAT scores compared to LSU. I would start by increasing LSUs awards. It will attract more of the out of state kids.

They removed the alumni scholarship..
If you had a kid with a decent gpa as a child of an alumni they would reduce out of state tuition by half …. Still had to pay the full instate tuition and half of the out of state (which use to be reasonable but they increased that a LOT also)…
I paid full tuition and half out of state fee for two of my kids to go to lsu from out of state.. it was before the upped the out of state fees a lot …

Now you can send your kid to much better out of state or private school than LSU for similar or less cost as an alumni living out of Louisiana…
