If the roughing the passer would occur after the ball is dead, the same rules would apply. Roughing the passer virtually always occurs when the ball is still in the air/play is still alive. But if the play was dead when the foul occurred, it’d be the same thing: turnover on downs then 15-yard penalty assessed.
