I would avoid the, "I'm the right person for the job because I'm not that other guy" response.

By saying that, you've said nothing about yourself. Everyone except "that guy" isn't that guy. Should your other co-workers be promoted too, because they aren't him?

Brag yourself up, don't tear someone else down. Sounds like he's doing a fine job of doing that to himself.
