He shouldn't have to pay anything in order to appeal, but at least that's a little relief.

Appealing is cheap. It's the bond to suspend the execution during the appeal that is expensive.

The reduction appears to be an appropriate move. No one is out any money during appeal. This is different than a civil judgment where someone has been shown to have suffered a loss in the amount of the judgment.
