My nephew's FIL retired from the Atlanta PD. He was a captain.
You should hear him talk about Freaknik coming to Atlanta. He said it was like a crime wave of uncontrolled thugs turned loose on the city. Atlanta came down on them so hard they moved it to Dekalb Co. Then Dekalb came down on them hard. Finally in the late 90s they stopped having it altogether. It was a huge relief to LEO and citizens alike.
I'm sure 'black spring break' is no different.
Same basic thing, just no name. It started out as a picnic with HBU college students, but then it expanded and pulled participants not interested in college, only coeds and partying.
Atlanta ran them off because they were turning 75/85 into a parking lot. Just a big mess. I wonder how many places this has been now?
