Both. But my response was to that poster wanting this investment going to flex and hybrid. Which would require giving this money to farmers and auto manufacturers.

Oh yeah. The one and only redeeming quality of this is the inevitable infrastructure improvements that will need to be done to fulfill the program.

Cover roofs of said rest stop buildings with solar panels to help fuel the damn things.
