Definitely gonna use that.

Proper use of flashers - having to come to a stop in the middle of the interstate due to traffic or other hazard. Alerts drivers behind you that you are significantly slowing or coming to a stop

Improper use of hazards- "hay guyz I have my flashers on to let you know we're in this bad weather together!!!!"

Better to make the F250 question whether that car with flashers is actually stopped and drive as though it’s stopped until he can visually confirm through the rain that it’s actually moving. If the F250 gets upset because the flashers made him think the car was stopped when it was actually moving, then apparently he couldn’t verify the difference visually when he first became aware of the vehicle in front of him.

I was appalled when I saw a sign commanding it in some state I was driving through.

But I'm far more annoyed by people who don't turn on any lights in heavy rain. Or the halfway shite. Just turn on your freaking headlights like it's midnight and you're sober.

Police say it’s against the law for hazards to be on while driving. They also tell people driving to the funeral to put them on while driving.

How do we reconcile that?

Funeral processions are typically significantly slower than the normal flow of traffic and constitute an unusual or unique road/traffic hazard that the other drivers need to be aware of.

Driving at normal speed, or slightly reduced, does not constitute any of this.

People think it’s against the law to drive with their dome light on. They have no idea what the actual driving laws are. That’s the whole reason we have rules of thumb in the first place.

In heavy rain, I don't see a problem with it.

ETA: For the "it's illegal" crowd, driving with hazards on is legal in a majority of states.
