But there's still dumb restrictions on when you can wear them,

I would imagine that's the NFL's way of keeping all teams equal or uniform (no pun intended.)
Try to prevent certain popular teams from having multiple uniforms they can sell and make a lot of money, thus making other less popular team's jealous
