To be fair this was addressed in Part1, they said they didn't want robots and preferred to do the work by hand to be connected to the land, a religious thing. So it isn't that way everywhere. Think of these settlers as Space Amish of a sort.
That being said I can't believe someone cleared these movies being made. I wonder how many people have watched just to see how bad they are.

It kinda adds up... an empire dumb enough to use coal-powered spaceships would be dumb enough to utilize hand-harvested grain.
