I get it's a state university, but the concessions are run by people that aren't run by the state.
You don't need a state bill to simply put in your contract with all food vendors that they must accept cash payments. if they don't like it, the next vendor will.
This is the kind of stupid shite the gov't wastes time on.

They all only want to accept cards is to slow down the theft of them pocketing the cash and/or because their employees cant count money.
