Well giving then 0 options except being put in a for profit jail is more akin to that. At least with shelters they can go voluntarily.

Pretty much all homeless are on hard drugs or mentally unstable or both.
They purposely turn down housing opportunities so they can get drugs. So yes, they need sanitarium or as you say, concentration camps.
When my wife was a nurse in L.A. County (Torrance), they offered every single homeless person housing. Every single one. And every single one didn't want their disability check garnished because they needed drugs.
