The Supreme Court did not say that Congress or the States were prohibited from passing legislation with respect to abortion rights. It said that The Court in Roe wrongly decided the case on what amounted to 4th Amendment grounds. Dobbs just basically says that each state is free to determine its own policy . It does not prohibit Congress from getting involved via the legislative process.
